A gradual, system-by-system migration is almost always preferable to a full cutover. It limits risk and lets you validate each step before moving to the next.
It depends on your usage. Cloud avoids the upfront hardware investment and physical maintenance, but intensive, constant use can sometimes end up costing more over time than an owned server. We compare both scenarios before recommending either.
